About the Special Tribunal

A Special Tribunal was set up to consider this water conservation order application.

The Special Tribunal can hear and report on matters wider than the application.

The Special Tribunal was appointed by the Minister for the Environment, Hon Dr Nick Smith. The members are:

  • Professor Jon Harding

Camilla Owen 

Ms Owen is a barrister from Nelson who formerly headed the Nelson division of Duncan Cotterill’s environmental law team. She is an accredited RMA decision maker under the Making Good Decisions programme (including a Chair accreditation).

Bob Dickinson

Mr. Dickinson was previously the Chief Executive at Tasman District Council for 17 years from 1989 to 2006. In this role, Mr. Dickinson oversaw the development and implementation of resource management plans. He has been a Director at Port Nelson Ltd for 13 years, Chair of the Cawthron Institute Trust Board for 9 years, Chair of the Nelson Marlborough Conservation Board for 7 years, and Chief Executive of Tasman Bays Heritage Trust.

Lew Metcalfe

Mr Metcalfe is an agricultural policy and sustainability advisor. Mr Metcalfe has a farming background with experience and knowledge across a range of agricultural systems, policy and planning issues, environmental management, waste management, and on-farm sustainability.

Professor Jon Harding

Professor Harding is currently the Dean of Postgraduate Research at the University of Canterbury. He was a member of the Board of Inquiry into the Freshwater National Policy Statement from 2008-2010 and has been President of the New Zealand Freshwater Sciences Society. Professor Harding is an applied stream ecologist with over 30 years’ experience. His research has focussed on the impacts of human land-use activities on stream ecosystems.

Kevin Prime

Kevin Prime is of Ngāti Hine, Ngāti Whatua, Tainui and Welsh descent. Kevin was named Conservationist of the Decade in the 1990s and has long been a role model in the community, in roles with various companies, trusts and community organisations in areas relating to philanthropy, health, conservation, justice, Māori development, education, environment, forestry, farming and sport. He has also served on ministerial advisory groups pertaining to health, forestry, conservation, Māori affairs, environment, crown research institutes, lands and sports.
