• economic benefit to New Zealand
• the importance of protecting rare and vulnerable ecosystems, and the habitats of threatened species
• the importance of protecting biological diversity and integrity of marine species, ecosystems and processes
• efficient use and development of natural resources
• best practice for an industry or activity
• whether imposing certain conditions manage any adverse effects of the activity
• nature and effect of other marine management regimes
• all relevant regulations
• any other law that applies
• any other relevant matter.
