On 16 June 2021, the panel convener appointed the panel to decide the application. The panel consists of:
Duncan Laing will chair the panel for the Molesworth Street office block development application.
Duncan Laing is a lawyer with over 40 years experience practising in the resource management, local government, Building Act, and public works areas. He is a former partner of Simpson Grierson and he now independently consults to that firm.
Duncan has had an extensive background over many years in relation to resource consent applications, designations, plan reviews, and associated litigation in the Superior Courts. He has represented local authorities, government agencies, and private developers in these areas.
A number of his projects in more recent times have involved development proposals on the Wellington Waterfront. These projects include the Meridian Building, Clyde Quay Wharf Apartments, the PWC Building, and the proposed redevelopment of Frank Kitts Park.
He is an editor of Brookers Resource Management, a founding editor of Building Law in New Zealand, and a former editor of a commentary on the Public Works Act.
Patuharakeke/Ngātiwai me Ngāti Whatua me Ngapuhi. Juliane Chetham is an independent consultant with a background in geography and marine science. She has 20 years' experience in resource management planning and policy, specialising in Treaty of Waitangi and kaupapa Māori matters.
Juliane has held research, consultation and advisory roles for a range of industry, local and central government, iwi/hapū authorities and community organisations. She has held trustee positions on the Patuharakeke Te Iwi Trust Board, and is responsible for the Trust’s environmental portfolio.
Prior to that, she managed the Resource Management Unit of the Te Uri o Hau Settlement Trust (Environs Holdings Ltd). For the past six years she has held Making Good Decisions certification and been a member of Auckland Council’s Independent Hearing Commissioner Pool. Juliane has been contracted to Queenstown Lakes District Council and Whangarei District Council serving on a variety of resource consent, plan change and notice of requirement hearings.
Lindsay is a highly experienced Principal Planner with over 30 years planning experience primarily in the Wellington region. As an Independent Commissioner, he has carried out hearings and other commissioner functions principally on behalf of Wellington City Council but also on behalf of numerous other councils in New Zealand including Greater Wellington Regional Council.
As a decision-maker, Lindsay has extensive experience on a range of applications, both large and small, where he has sat as either the sole commissioner, as chair or as part of a panel. He was appointed to the Rugby World Cup Authority and is also a presenter for the Ministry for the Environment/Local Government New Zealand "Making Good Decisions Programme". Lindsay is the independent convenor of the Wellington Airport Noise Management Committee.
Alongside commissioner functions, Lindsay is an experienced team leader and planning manager often involved in multi-disciplinary projects. He also has strong general planning experience in a variety of roles including wide ranging policy capability. In relation to infrastructure, Lindsay has extensive experience in the planning of roads, passenger transport, active modes, airports, seaports, three waters and telecommunications. He frequently has given evidence before councils, the Environment Court and before Boards of Inquiry.
