On 27 January 2022, the panel convener appointed the panel to decide the application. The panel consists of:
Vanessa Evitt is a partner at Buddle Findlay, with more than 20 years' experience specialising in resource management, environmental and local government law. She acts for a broad range of local authority, infrastructure and private clients on consenting and plan change processes and regularly appears before hearing panels, boards of inquiry and before the Environment Court and High Court in hearings and mediations.
In addition to legal and strategic advice, Vanessa often coordinates and manages complex development and infrastructure projects and has a detailed working knowledge of council regulatory processes and requirements both for designations and consents. She is recognised in the industry for her outcome-focused approach to issue resolution.
David Wren is a sole practice town planning and resource management consultant based in Grey Lynn in Auckland, New Zealand. His clients include individuals and small businesses, local government, and companies. David has 39 years' experience in planning and resource management and has operated his practice since 1997.
David Wren has worked extensively in the preparation of and changes to district plans and on parts of the Auckland Unitary Plan. His work also involves the preparation of resource consent applications ranging from small residential projects to large and commercial projects and assisting clients with site selection and due diligence. David is an accredited Resource Management hearing Commissioner and is a member of the Auckland Council commissioner pool.
For many years David has also been engaged as a senior lecturer in the Department of Property at the University of Auckland, where he teaches an introductory course on planning for property students.
Terrence Mook Hohneck is the Chairman of The Ngāti Manuhiri Settlement Trust, the mandated authority and entity for the hapū of Ngāti Manuhiri and its environs. Ngāti Manuhiri settled their treaty settlement in 2011 and in 2012 the Ngāti Manuhiri Settlement Claims Act came into effect recognising Ngāti Manuhiri. Terrence was the lead treaty negotiator for Ngāti Manuhiri and was actively involved in the development of the Hauturu o Toi Conservation Management Plan which is a co-management plan between the iwi and the Department of Conservation for Hauturu (Little Barrier Island).
Terrence has extensive governance and management experience and sits on the Independent Maori Statutory Board IMSB, Mana Whenua Forum MWF and Hauraki Gulf Forum HGF. He has negotiated several treaty settlements and supported hapū and iwi towards their ratification and advancing their tribal aspirations.
