Comments on the resource consent application or notice of requirement must be invited from the persons or groups set out in clause 17 of Schedule 6 of the COVID-19 Recovery (Fast-track Consenting) Act 2020.
On 10 January 2022 the Kōpū Marine Precinct expert consenting panel released Minute 1 recording their decision on which parties are to be invited to comment and the date comments need to be received by the EPA.

On 9 February 2022, the EPA was made aware that some comments had not been received. The EPA contacted all the invited parties who hadn't commented to provide their comments. The following comments were received.

On 10 February 2022, Waikato Regional Council provided a late comment on the application. The Panel has resolved to consider the late comment.
