On 17 May 2021, the panel convener appointed the panel to decide the application. The panel consists of:
Bronwyn will chair the panel for the Dominion Road Mixed-use development application.
Bronwyn Carruthers has specialised in environmental, resource management and local government law since 2000. She joined the independent bar in 2018 after 18 years at two of the large law firms, including 7 years as a partner at Russell McVeagh.
As a specialist resource management litigator, Bronwyn has advised and acted on a wide range of Resource Management Act 1991 issues throughout New Zealand. She acts for infrastructure providers, corporate clients, developers, property holding companies, local authorities, individuals and not for profit organisations.
Bronwyn is the convenor of the New Zealand Law Society’s Environmental Law Committee, the editor of the Resource Management Law Association’s Journal and co-author of the “Land use, subdivision, designations, resource consent procedures and appeals” chapter in New Zealand’s leading text Environmental and Resource Management Law.
Robert has been practising since 1992 and has a wide range of experience in all aspects of the resource management process. His skills include the management of large or complex consent applications and he has specialist skills and experience in affordable housing projects, subdivision and development of Special Housing Areas, subdivision projects, coastal planning projects and projects that are located in sensitive or rural receiving environments.
Robert is often called upon as an expert planning witness before Council and Environment Court hearings and has achieved certification (with merit) as a commissioner under the Ministry for the Environment's Good Decisions programme.
He is currently on the panel of independent hearing commissioners for Auckland Council.
Maxine Moana-Tuwhangai is Certified Independent Commissioner and a holds the required certification to chair hearing panels under the RMA. She has participated in a number of consent hearings in the Waikato and Central North Island regions.
She is also a chartered accountant and professional director with a background in iwi development, local government, health, education and transport sectors.
She has maintained an intimate involvement with her Marae and Iwi throughout the entirety of her life. Her primary iwi connections are to Maniapoto and Waikato.
The register records all relevant panel member's interests and is updated when necessary throughout the consenting process.
