On 11 May 2022 the Bellgrove panel released its draft conditions.
Under the COVID-19 Recovery (Fast-track Consenting) Act 2020 (the Act), an expert consenting panel must invite comments on the draft conditions of a resource consent application or notice of requirement from every person or group that provided comments in response to an invitation given under clause 17.
The panel issued Minute 3 inviting comments from the applicant and all those who responded to the invitation for comment under clause 17(2).

Comments were received by the EPA by 20 May 2022.
The applicant, Bellgrove Rangiora Limited provided comments on the draft conditions. Their comments included revised subdivision plans and landscape plans.
