Under the COVID-19 Recovery (Fast-track Consenting) Act 2020, anyone can apply for a project to be referred to an expert consenting panel.
Applications for projects to be referred to a panel are made to the Minister for the Environment. The Ministry for the Environment has more information on applications for referral on their website.
