The application and notices of requirement will be decided by a panel appointed by the panel convenor. The panel consists of:
Alan Webb is a Barrister specialising in resource management and local government issues. Prior to this specialisation he was a prosecutor in Wellington and later undertook commercial litigation with a national law firm based in Auckland.
Alan has over 30 years experience and although still based in Auckland, provides services throughout New Zealand and advises on all aspects on environmental, resource management, local government, public law, administrative and enforcement issues.
He acts as counsel for developers, property holdings companies, industrial services companies and community groups undertaking a wide range of projects, as well as regularly appearing in council hearings, the Environment Court, the High Court and in the Appellate jurisdiction. Alan is a member of the national committee of the Resource Management Law Association.
David McMahon is an experienced Resource Management Act practitioner.
He is a Certified Independent Commissioner, has 30 years’ experience in Urban and Environmental Planning, representing both public and private interests. He has extensive experience in decision-making, sitting on four EPA Boards of Inquiry from 2010-2014 and as Chair of two marine consent applications in 2014 and 2018.
In the last fifteen years, David has taken on a wide range of relevant independent commissioner roles, such assignments have included determining regional plans, district plans, notices of requirement and resource consent applications. His speciality is planning process, including environmental effects assessment, policy analysis and statutory interpretation.
Miria Pomare is an experienced decision maker with an extensive background in iwi development and local government issues. She has held various iwi representative roles over the years and has considerable experience as an Independent Hearings Commissioner, having participated in numerous consent and plan change hearings in the Wellington region and the Far North.
She is an accredited decision-maker and currently holds the required certification to chair hearing panels under the RMA. She has also completed the LEADR mediation workshop. Miria was recently re-appointed as a Deputy Commissioner to the Environment Court and has particular expertise in māori resource management and tikanga māori.
She has maintained an intimate involvement with her Marae and Iwi throughout the entirety of her life. She has whakapapa connections to various iwi around the country, including Ngāti Toa Rangatira, Ngāti Mutunga, Te Atiawa, Ngāti Whakaue, Rongomaiwāhine and Rongowhakaata.
The register records all relevant member's interests and will be updated when necessary throughout the process for the Te Ara Tupua application and notices of requirement.
