On 11 August 2021, the panel convener appointed the panel to decide the application. The panel consists of:
Michael Savage will chair the panel for the Papakura to Drury south state highway improvements application.
Michael is a barrister with over 30 years experience in resource management, environmental, local government and public law. He acts as counsel for private sector clients, community groups and public bodies interested in resource consent applications and plan changes under the Resource Management Act. This involves appearances at council hearings and all court levels. In addition he has extensive experience as a Hearings Commissioner appointed hear diverse projects including a wind farm, power station, roading and motorway projects, North Shore Busway, subdivisions and many other developments.

Reginald has extensive planning experience and a strong foundation within Te Ao Māori, working as a Commissioner on multiple applications across Aotearoa New Zealand. This experience includes resource policy and resource consenting matters under the RMA, EEZ and Covid-19 Fast Track legislation. Reginald is the Chair of Te Kokiringa Taumata (NZPI), previously was Chair of Papa Pounamu, and he has a background working with Iwi/Māori in RMA matters.
Glenice was appointed to the Environment Court as Deputy Commissioner in 2017, reappointed in 2020. She has a background in the conservation and resource management fields and has held appointments on various Environmental Protection Authority Boards of Inquiry and Decision Making Committees (DMC), including Tauhara II Geothermal Power, Transmission Gully, the Mackay’s to Peka Peka Expressway, and the Tamarind Oil and Gas DMC.
