On 4 June 2021, the panel convener appointed the panel to decide the application. The panel consists of:
Sarah Shaw will chair the panel for the Papakāinga development - Kaitaia application.
Sarah is a barrister with more than 20 years’ experience in resource management and local government policy, plan making and procedures. Sarah has a particular interest in the intersection of Te Ao Māori and environmental law.
With dual qualifications in law and planning from Te Whare Wānanga o Waikato (the University of Waikato), Sarah has worked in Aotearoa New Zealand and in the United Kingdom as a lawyer, planner, with regulatory policy, legal and governance teams in public authorities, and with hapū and iwi.
Sarah is accredited by the Ministry for the Environment as a hearings commissioner and is a member of Auckland Council’s independent hearings commissioner panel. Sarah is based in Whangārei, Northland and is co-chair of the Te Tai Tokerau (Northland branch) of Te Kahui Ture Taiao (the Resource Management Law Association).
Jaroz is a kaitiaki practitioner for Ngai Tohianga and Te Paatu hapū at Oturu Marae responding to Northland Regional and District Policies and Plans including resource consent applications. She has a Mātauranga environmental scientist background with over 15 years post qualification experience. Over that time she has worked with kaitiaki pioneers at Huakina Development Trust, Ngai Tai ki Tamaki Trust, Tainui Group Holdings, fulfilled Te Kauhanganui governance for Umupuia Marae Rangatahi and more recently worked alongside hapu and iwi leadership with Te Runanga a iwi o Ngāti Kahu.
Graduating from the University of Waikato and the University of Auckland, Jaroz also worked for Landcare Research and NIWA within Te kuwaha unit as a social scientist. She is a founding member of Maungataniwha ki Rangaunu Trust. An organization with a purpose to restore human connection with the restoration of waterways within the Awanui Catchment.
David has been a Member of Parliament (eight years), Senior Party Whip, sat on select committees including Commerce, Law and Order, Māori Affairs, Auckland ‘Supercity’.
Regional and then National Manager for the Sustainable Business Network, advising businesses large and small to embed sustainability as a core business value; Lecturer and Programme Director (Bachelor of Resource Management) at Unitec Institute of Technology, taught papers in environmental law, ecosystem management; understanding and integrating Western scientific worldview and mātauranga Māori
A descendant of both Māori (primary affiliations Ngāpuhi me Te Roroa) and Pakeha forebears who signed Te Tiriti and He Whakaputanga o te Rangatiratanga o Nu Tirene. A strong advocate for developing organisations and relationships in ways that seek to model and realise the Treaty relationship. Comfortable and competent in bi-cultural and multi-cultural environments and relationships

David has over 10 years’ experience as a planner across a number of fields including policy and plan development, land use and subdivision and iwi and hapū engagement. He is skilled in working with multi-disciplinary teams and bringing together a diverse range of stakeholders to achieve positive planning outcomes.
Following completion of a Bachelor of Planning Degree (1st class Honours) at the University of Auckland in 2010, David took up a position with Whangarei District Council (WDC) as a resource consent planner for two years. In early 2013 David left WDC to take up a consultant role with the Ngāti Whātua Ōrākei Resource Management Unit whilst looking for work in Australia. A nine month stint working as an Environmental Advisor in the Queensland mining industry followed. David returned to New Zealand in January 2014 and took on another position with the Ngāti Whātua Ōrākei Resource Management Unit before returning to WDC in mid 2014 as a policy planner. David joined B&A in late 2015. He has been a Full Member of the NZPI since April 2015.
David’s experience includes applying for and processing complex resource consent applications, input into regional and district plan reviews on behalf of private clients and councils, preparing non-statutory strategies and documents, environmental monitoring and iwi and hapū engagement.
