Can I import plants or seeds into New Zealand?
Check the Plants Biosecurity Index (PBI).
It is listed on the PBI with import specifications. No EPA approval needed to import the species.
It is listed on the PBI as ‘Requires assessment’ or ‘Entry prohibited’. Contact the Ministry for Primary Industries at firstname.lastname@example.org
It is not listed. Go to step 2.
Option 1: Many plants are referred to by two or more species names. Check if it is called another name and recheck the Plants Biosecurity Index or contact EPA at email@example.com if you need help.
Option 2: Check the HSNO application register and the list of plants present in New Zealand to see:
- if the species has been previously determined or advised to be present in New Zealand. If the species is listed under a PNZ number (present in New Zealand advice), or if EPA has formally determined that the species is not new, no EPA approval is needed.
- if there is a decision and it says plant or seed is new. If there is a new organism containment, genetic modification containment, or genetic modification development number associated with the plant or seed, or if the species is not listed on the HSNO applications register, you need EPA approval to import the plants or seeds.
