Labelling Notice and Hazardous Property Controls Notice now published
Our final two EPA Notices have been issued by the EPA Board. The Labelling Notice and the Hazardous Property Controls (HPC) Notice are now published under the heading EPA Notices on the HS reform part of our website.

Focus on the Labelling Notice
Over the next few issues of the HS update we’ll focus on some individual Notices. This month we're looking at the Labelling Notice.
The Labelling Notice comes into force on 1 December 2017 and sets the rules about what information must be included on the labels of hazardous substances. This Notice combines a number of rules currently spread across different sets of regulations, and is based on the Globally Harmonised System of Classification and Labelling (GHS) provisions.
The Notice allows compliant labels from Australia, EU, Canada, and USA to be used, as long as certain New Zealand specific information is also included.

What will be changing
The Labelling Notice requires the GHS pictograms, signal word, and hazard and precautionary statements to be on the label. This is a change from the current requirements of the Identification Regulations, but is similar to the labelling requirements for group standards. Decisions were made on the following hazardous substances applications in this period:

APP203188 by Pascoe's Pty Ltd to determine if 'Radius protect your family insect repellent tropical strength 6hr effective protection' is hazardous.
Decision: Determination made and decision notified on 1 August 2017

APP202964 by Rainbow and Brown Limited to determine if Rainbow & Brown G540, a soluble concentrate containing glyphosate 515-565 g/litre in the form of the potassium salt as the active ingredient is considered hazardous.
Decision: Determination made and decision notified on 9 August 2017

APP203280 by RJ Hill Laboratories Ltd to import into containment small amounts of persistent organic pollutants and three substances (azinphos-methyl, parathion-methyl, and pentachlorophenol) that had their approvals revoked. These substances are intended for use as analytical standards or for research in a laboratory.
Decision: Approved with controls and decision notified on 9 August 2017

APP203259 by Bayer New Zealand Limited to import and/or manufacture veterinary medicines to allow their evaluation in containment.
Decision: Declined and decision notified on 10 August 2017

APP203215 by PPG Industries New Zealand Ltd to determine if 'Sigma ecofleet 290S blue' is hazardous.
Decision: Determination made and decision notified on 17 August 2017

APP203078 by Jiangsu Good Harvest-Weien Agrochemical Co., Ltd. to import Good Harvest Glypjosate 700 SG, a herbicidal product containing 799 g/kg of glyphosate present as the mono-ammonium salt.
Decision: Approved with controls and decision notified on 18 August 2017

APP203227by Laboratorios Calier, S.A to import Apitraz 500 mg bee-hive strips for honey bees containing Amitraz as the active ingredient for the treatment of external parasitosis caused by Varroa destructor.
Decision: Approved with controls and decision notified on 21 August 2017

APP203187 by Key Industries ltd to import Madex 2 containing 2.5 ×1012 CpGV/L (codling moth granulosis virus) in the form of a suspension concentrate for use by home gardeners in the control of codling moth in pip fruit.
Decision: Approved with controls and decision notified on 22 August 2017

APP203330 by Invasive Pest Control Limited to manufacture Norbormide Paste Bait in containment for the purpose of conducting cage trials on rats, so as to determine its efficacy as a Vertebrate Toxic Agent.
Decision: Approved with controls and decision notified on 28 August 2017

Withdrawn hazardous substances applications
No hazardous substance applications, previously notified, were withdrawn in this period.

Amendments to hazardous substances approvals
The following amendments were made under section 67A of the HSNO Act for minor or technical errors, decided by the EPA or the Chief Executive under delegated powers from the EPA during this period.

APP203097 by IndusCo Ltd to amend BioShield 75 and ProShield 5000D.
Decision: Decision made and notified on 1 August 2017

APP202323 by Department of Conservation - Waikato Conservancy to amend PAPP Paste A (HSR100494) and PAPP Ready to Use Bait (HSR100496)by removing the word only from the 3rd bullet point of the control.
Decision: Decision made and notified on 2 August 2017
