Controls on ozone-depleting substances

The following substances and products are phased out, being phased out, or prohibited/ controlled for import or export.

Substances already phased out

Permits to import the following substances may no longer be issued:
  • chlorofluorocarbons (CFCs)
  • halons
  • carbon tetrachloride
  • methyl chloroform
  • hydrobromofluorocarbons (HBFCs)
  • all non-quarantine or non pre-shipment uses of methyl bromide.

Substances being phased out

Import levels for the following substances are periodically reduced and controlled:

  • hydrochlorofluorocarbons (HCFCs) for phase out by 2015
  • quarantine or pre-shipment official uses of methyl bromide.

Products containing (or using) prohibited ozone-depleting substances

The following products are prohibited for import if they contain any ozone-depleting substances:

  • aerosols that contain any controlled substance (except for methyl bromide)
  • products that contain any CFC (dehumidifiers, refrigerators, freezers, air conditioners, supermarket display cases, heat pumps, and water coolers)

Export controls

There are reciprocal controls in place which prevent the export of ozone-depleting substances and products similarly controlled for import.
