Hydrochlorofluorocarbons (HCFCs) are controlled imports which will be phased out by 2015. Since 1996, a phase-out strategy has been in place to reduce allowable import levels down from the early 1990s base level.
HCFC import entitlements were assigned to pre-1996 users and importers, based on usage between the 1991 to 1993 base years.
Unclaimed HCFC entitlement as of 1 May 2012
There are HCFC entitlement holders who (to date) have not requested the issue of an import permit. Each company has only one entitlement amount, however, it has been listed for both HCFC-22 and HCFC-141b for ease of reference.
We may, at our discretion, cancel any person’s entitlement to a permit if that person has not applied for an import permit within the last two years.
Unclaimed permits can be transferred in the same way as other permits. They can only be claimed once permission has been gained from the current allocation holder.

HCFC import applications
For companies with entitlements, the following application forms are required to seek a permit to import HCFCs.
HCFC wholesaler permits
We approve HCFC wholesaler permits above and beyond the import entitlements outlined above. These permits are granted to maximum levels on an annual basis, and allow you to sell HCFCs to new or non-entitled users.
The following conditions are applied when considering applications:
- You must have a presence nationally, and have the ability to distribute throughout New Zealand.
- A maximum of 2.5 ozone-depleting potential (ODP) tonnes of HCFC may be imported or distributed each permitted year.
- All HCFC wholesaler permit applications must be received prior to 1 December of the preceding year. Applications received after this date will not be considered.
