The Parties to the Montreal Protocol decided in 1997 that all participating countries should implement import and export licensing systems. New Zealand has had relevant import controls since 1988. Because it was not a manufacturer of ozone-depleting substances, export licensing controls were not seen as necessary. However; in order to comply with the 1997 decision of the Protocol, on 2 February 2000 an export licensing system was implemented.
This system requires that the export of bulk controlled ozone-depleting substances only takes place under the authority of a permit issued by us.
