Cosmetic products containing hazardous substances are approved under the Cosmetic Products Group Standard.
Cosmetic products include:
- toiletries
- sunscreens
- oral hygiene, and
- other personal care products.
If you are importing or manufacturing cosmetic products, you must meet the conditions of the group standard.
The group standard includes a list of substances that cannot be used in cosmetics, as well as rules around quantities, labelling, packaging and storage.
To find out whether your product is covered by the Cosmetic Products Group Standard, and therefore able to be imported or manufactured in New Zealand, read the latest version of the group standard.
If you are unsure, you can ask us for advice on the status of your substance
If you would like to classify your product yourself, follow the rules in sections 5 and 6 of the following classification guide.
