Applying for a full reassessment

A reassessment is where the risks, costs and benefits of an approved hazardous substance are reconsidered. Anyone can apply to have a substance reassessed.

Reassessment is a two-step process.

Step 1: Applying for grounds

The first step is applying for grounds. This means providing a good reason to review a substance that is already approved.

Step 2: Full reassessment application

This application involves a full assessment of the effects of a substance and the controls that have been imposed on it.

Submissions from the public and interested parties are sought before a final decision by the Authority is made.

What is the process?

Full reassessment applications are processed via the publicly notified application pathway.  The statutory timeframe for processing this type of application is 100 working days. For the processing stages and timeline, see:

Anyone may make a written submission on a reassessment application.

Who pays and how much will it cost?

The EPA pays for Chief Executive-initiated reassessments.

In all other cases, the person requesting the application pays.  However, the Authority may agree to waive part of these charges if it is considered that there is public interest in carrying out the reassessment.  You will need to discuss the fees with us before proceeding.

What is the Chief Executive-Initiated Reassessment (CEIR) list?

This is a list compiled by the Chief Executive containing substances for which new information suggests there is a need to review them.
