As set out in the How to Apply for an Industrial Allocation page, anyone wishing to apply for an Industrial Allocation must be carrying out an eligible activity that has been recognised in the Climate Change (Eligible Industrial Activities) Regulations 2010​.

Eligible industrial activities and the prescribed products from these activities are listed in the tables below. Also listed are the levels of assistance for each activity and the allocative baselines for each product.

To be considered for an allocation you must be carrying out the activity and producing the product exactly as described in the regulations. Before you fill out the application form, make sure you understand:

  • The exact activity definition and product definition/s (including the unit of measurement) for your activity as described in the list of eligible industrial​ activities below

  • Interpretation of terms such as "saleable" under the regulations

  • General provisions such as the method of calculating amount of product from eligible industrial activities

Calculation of Allocation

​​The formula that is used to calculate allocations for eligible activities carried out in 2016 is LA x SUM((PDCTxAB)/2) as required by section 84A(3) of the Climate Change Response Act 2002.

Due to changes arising from the 2015 Emissions Trading Scheme Review undertaken by the Ministry for the Environment, there will be some changes to this formula over the coming years. Please see below for details:

  • Eligible activities carried out in 2017: LA x SUM((PDCTxAB)/1.5)

  • Eligible activities carried out in 2018: LA x SUM((PDCTxAB)/1.2)

  • Eligible activities carried out in 2019 and thereafter: LA x SUM(PDCTxAB)
