Environment Judge Melanie Harland (Chairperson)
Judge Harland was admitted to the Bar in 1985 and is
experienced in criminal, resource management and public
law. She was appointed as a District Court Judge
with general and jury warrants in 2007 and was appointed as a fulltime
Environment Judge in 2009. Before being appointed as a Judge,
she worked initially for Meredith Connell the Crown Solicitors office
in Auckland and thereafter was a solicitor and then a partner in McCaw
Lewis Chapman, a Hamilton firm.

Caren Fox
Caren Fox (Deputy Chief Judge Māori Land Court) of Ngati Porou
descent, was appointed in 2000 as a Judge of the Māori Land Court
resident in the Tairawhiti and Waiariki districts and to the Waitangi
Tribunal. She was appointed as an Alternate Environment Judge in 2009.
Prior to her first appointment as a judge, she had been a Lecturer in
law at Victoria University, and a Senior Lecturer in law and Director
of Graduate Studies at the University of Waikato. In addition, she
acted as legal counsel for Treaty claimants and Māori land
clients. She was appointed Deputy Chief Judge of the Māori
Land Court in February 2010.

As Ngati Te Ata has an interest in this land, she advises that she has
worked with Nganeko Minhinnick in the late 1990s to organise one Asia
Pacific Women's Conference.
David Hill
David Hill is an Auckland-based resource management
consultant. He is an independent hearings commissioner with
appointments to 18 local authorities and has acted as an independent
commissioner on many notices of requirement and resource consent
hearings for large-scale public and private infrastructure. David
brings considerable national and international experience in social
impact assessment, public policy, planning and decision making to the
Board.

Leigh Auton
Leigh Auton was the Chief Executive of Manukau City Council, a
position that terminated with the formation of the new Auckland Council
on 31 October 2010. Mr Auton has extensive local government
experience with a particular background in planning, infrastructure and
transport. He has been involved in issues at national,
regional and local levels in New Zealand. Leigh has had significant
engagement with iwi over a number of decades. Leigh is of both Pakeha
and Ngapuhi descent.

Bill Burrill
Bill Burrill was a Councillor on the Auckland Regional Council
between 1992 and 2010, representing all of the Manukau
area. He has 18 years’ experience in council planning
processes including: public consultation, community meetings in the
Auckland region with respect to statutory planning, and Long term
Council Community Plan budgeting and planning. He brings
resource management and hearing expertise, and local community
knowledge and experience to this board.
