Further information required
A report was commissioned from Mitchell Partnerships on the adequacy of the information lodged with the EPA for NZTA's Plan Change Request pursuant to s149(2)(b) and clause 23(1) of the First Schedule of the Resource Management Act 1991 (RMA). The information review was received on 24 September 2010.

On 6 October 2010, the Board requested further information, from the applicant, pursuant to s149(m)(3)(a) and clause 23 of the First Schedule of the RMA, on the following matters:
- A further evaluation of whether the changes requested are the most appropriate method for achieving the objectives of the existing Greater Wellington Regional Freshwater Plan (Freshwater Plan).
- Further information on the natural values, and the aquatic and ecosystem values which make the waterways in Appendix 2 of the Greater Wellington Regional Freshwater Plan significant.
- Further detail on the “stream ecological valuation” (SEV) method and the likely efficacy of using this method within the context of the Freshwater Plan.
On 1 November 2010, NZTA responded to the request from the Board for further information.
Consultation with Greater Wellington Regional Council
On 6 October 2010, the Board also requested the views of the Greater Wellington Regional Council (Greater Wellington) on the above matters. On 1 November 2010, the Board received Greater Wellington's response to that request:

Greater Wellington Key Issues Report
The EPA commissioned a report on the key issues relating to the matter pursuant to s149G(3) of the RMA from Greater Wellington. On 17 November 2010, the report was provided to the EPA:

A further review of information report was commissioned from Mitchell Partnerships on the NZTA response to the Board and taking into account the Greater Wellington Key Issues Report, pursuant to clause 23(3) of the First Schedule of the RMA. On 19 November 2010, the review was received by the Board:

Modified Plan Change Request
NZTA provided amended Plan Change Request documentation on 2 December 2010. The Board modified NZTA's Plan Change Request in consultation with NZTA, in the manner shown in the amended information, pursuant to clause 24 of the First Schedule of the RMA.
The Board accepted the modified Plan Change Request on 3 December 2010, pursuant to s149M(2) of the RMA. The Board served notice of its decision to accept the modified plan change request on NZTA and Greater Wellington on 7 December 2010, pursuant to s149M(4) of the RMA.
The Prepared Plan Change
Greater Wellington prepared the plan change in accordance with s149M(4)(b) of the Resource Management Act 1991 (RMA).
The prepared plan change was served on the EPA on 24 December 2010 in accordance with s149N(3) of the RMA.
