The New Zealand Transport Agency (NZTA) lodged a request for changes to policies, the addition of a new policy and two new definitions to the Greater Wellington Regional Freshwater Plan with the EPA on 6 September 2010 (the plan change request).
NZTA has indicated that the plan change request is designed to better enable the consideration of the subsequent matters that will be lodged with the EPA relating to the NZTA’s Transmission Gully Project.
The Minister for the Environment directed the plan change request to a board of inquiry. The plan change request was publically notified and submissions received.
An appeal against the Board of Inquiry’s final decision on the Transmission Gully Plan Change proposal has been dismissed.
The plan change requests changes to policies, plus the addition of a new policy and two new definitions to the GWR Freshwater Plan.
On 10 October 2011, the Board released its final report and decision. Read the final report and the process for making an appeal.
On 26 August 2011 the Board of Inquiry released its draft report and decision on the NZTA's plan change request.
The hearing was held at the Environment Court in Wellington from 6 to 13 July 2011. Read the hearing transcipts here.

The NZTA lodged their evidence on 5 May 2011. Submitters and NZTA's rebuttal evidence have also been received.
