The New Zealand Transport Agency (NZTA) lodged an application for two notices of requirement and 23 resource consents with the Environmental Protection Authority (EPA) on 16 December 2016. The EPA accepted the application as complete on 22 December 2016. 

The next step is for the Minister for the Environment and the Minister of Conservation to make a direction on whether the proposal is nationally significant and whether to refer the proposal to a board of inquiry, the Environment Court or the local authority for consideration and a decision.
