On 3 October 2011, the Environmental Protection Authority (EPA) received a proposal from The New Zealand King Salmon Co. Limited (NZ King Salmon) for two plan change requests to the Marlborough Sounds Resource Management Plan (MSRMP) and applications for resource consents for salmon farms and salmon farming at nine sites in the Marlborough Sounds. Eight sites are new, and one site – at White Horse Rock – currently has consent for a mussel farm. The eight new sites are in Pelorus Sound (four sites), Port Gore (one site), Queen Charlotte Sound (two sites) and Tory Channel (one site). A plan of the sites can be viewed on the map below.

The Minister of Conservation (the Minister) referred the King Salmon Proposal to a Board of Inquiry (Board) for determination.
